Heirloom rose has bugs or something

I have had this heirloom rose for 12 years. This year the leaves are curly towards base and have rust spots. first Hubby sprayed but that didn't help. So he severely pruned. Some of the bush is ok, even has buds. But lot's of it still have curled, crinkly leaves. Can anyone help? I don't want to distroy this rose.

Do you have mulch around the bush?
Did you hubby use a fungicide on the foliage in the early spring before the buds start to swell, and then again two weeks later after the buds break?
Do you overwater (as in get the foliage wet while watering)?

You can remove the infected leaves then use a fungicide to cover the whole plant from top to bottom, as well as the soil/mulch!
If you haven't replaced the mulch (if you have any) it is a good idea to remove it all and (Bag it up and put it out for garbage) and replace it with fresh. Old mulch will harbour the fungi spores, and then over winter on the mulch only to re-infect the bush the next year when rain splashes the spore up back onto the new foliage!!
