It is a common infection called Rust!
Solution:
Remove all infected leaves and dispose of (do not compost)
Remove all the mulch!
Wash your hands and any tools and sterilize them!
Use a fungicide on all parts of the plant as well as the soil and surrounding plants!
With diligence you can have rust free plants!
In the fall prune the whole plant down and dipose of!
Next spring as the plants start to emoerge start a spraying schedual (read directions on the container).
