Issues with mulch

I have recently bought a bag of this: http://www.kellogggarden.com/products?brand=kellogg&category=kellogg-soils#3
and its not acting very mulchy. I have applied it to two areas. One is a well that is watered by a hose, the other, a well that is watered by a two-gallon pail. In both wells, this product is moving all over the place, and is not covering up too much of the surface of the soil (which is why I applied it to begin with). The well that is getting water from a hose--I simply put the hose end in the well, and let it come out there. I don't squirt it with my hand.

Is this product designed for water being applied by a sprinkler (coming down in drops, that will not disrupt the mulch)? Or did I simply not apply enough?

It says that it is meant as a combo amend/mulch. Perhaps I should just use it as an amend, mixing it into the soil, and use something else as a mulch?

Need a bit more info here......what do you mean by "well", and what do you have planted in this well?
 
Sorry, by "well" I just meant a small area dug out, with the ground piled up around to keep water from flowing away.

One well has that corkscrew willow I've posted about; the other has two rose bushes, planted a good 5-8 years ago.

I heard folks using that term ("well") and just picked it up. If there's another term pls let me know.
 
Trench is a better term to use.
Local gardeners tend to develop their own terms, which is great, but not universal used.
It is a good idea as long as the soil in the trench is almost level with the existing soil level of the area.....once the plants are well settled in you will need to fill in this 'well' ...then mulch the area.
