Just used Stay green brand Weed n Feed on my lawn April 10th.
I am sure I will need to apply the Weed n Feed again this year
In East Tennessee, when should I re-apply??

Ok Ed! Every 3 months is the rule, but only re-apply if needed.
Always read and follow the directions...a lot of the new ferts are time released.
 
Is it possible to get a great looking lawn if I have about 60% weeds. I applied 'Scots Bonus S for Southern Gardens' once last spring and once about a month ago. It rained a lot this past summer. I still have about 30 to 100% weed depending on the area. Should I apply those plugs that I see at Lowes to the area with no grass?

If you have areas with no grass why don't you dig the area over and turn it into a low maintance shrub or perennial garden! Then use a mulch to suppress any possible weed growth!
