It is curly willow
It will start from a cutting.
My friend had one come in a flower arrangement and it rooted so she planted it.
 


That's how this one started too. It was in a pot she got as a gift from her son. She decided to plant it in her backyard a few years ago and now it's at least 15' tall. I think it's pretty cool looking. I like this idea of it growing from a cutting. Is there something special I would need to do to make more of them?
 
Willows are so easy from cuttings!
I have a corkscrew that I braided and trained as a small tree!
I started them from cuttings from a floral arrangement, there were 3 of them so braided them together and grew them in a large pot. I tied them to a stake and continued to braid them until they were around 6ft tall. I snipped off all the lower buds as they formed to force top growth and to form a nice trunk!

You can take cuttings and start them in water. They usually take a few weeks to start sending out roots so once they start you can pot them up! Keep them in bright shade for a couple of weeks until they start to form a good root system, then move them gradually to ful sun! Keep them well watered!
I use a good quality soil-less mix and started to use a weak water soluable fert! every other week! I moved them up to a larger sized pot as they grew and kept them in their pot for the first winter in a sheltered shaded spot!
