OK I admit that I blew it. I didn't water the juniper at all this last year, and it shows. A decent amount of it has turned brown. Will this stuff survive--with extra watering? Or is there anything I can apply (a supplement like superthrive) to help it come back?

This kind of browning will not return!
Sorry Paul!
All you can do is wait until spring when growth normally begins.
Then you can prune out all the dead growth back to live growth, but the disease will have spread to the whole plant!
There are various causes specific to each juniper species....most are terminal.
Removing the whole plant will be necessary.
