After your lilac bush has finished blooming, spread some lime and well-rotted manure around the base. Trim the bush to shape it, and remove suckers at the same time.

poppy seeds are from the opiate family and will show up as an opiate in drug tests even 48 hours after eating a poppy seed muffin.

That said I don't know why your seedlings have stalled possibly weather, cool weather can stall seedlings.
