I have hand picked about 4 or 5 green worms and several little white balls that I am guessing are the eggs.
How do I keep them off of my collard plants for good?

The only way is to apply bacillus thuringiensis.
It is safe
You can buy some at any good garden centre!
Follow directions on mixing, applying, and frequency of application!

Yes,you can apply BT to leaf surfaces on damaged plants. Wearing gloves, sprinkle a light dusting of BT powder on both sides of the leaves.
