Retaining or standing wall?

Morning,

I moved into this new property a couple of months ago and it has this slope leading to a concrete block wall.

My hope is to fill it in and make it level to the rest of the garden, however I'm unsure if this safe to do so.

If not, then my plan was to build a retaining wall where the slope finishes, and use the lower level as a greenhouse/shed type area, which will be quite expensive to do I imagine.

Any advice would be amazing, TIA
