Straw like grass

Hi All wondered if anyone can identify what I need to do to cure my lawn looking like this. I have scarified the area and watered but still have large areas of dry straw like grass
 
Looks like a type of sedge, or carex. Both produce underground stolons and send up shoots, Tend to be very invasive and crowd out other species....
Is it nice and green earlier in the year with enough rainfall?
These species grow with cool weather and go dormant, to semi dormant, during hot dry summer weather....
